The BNC Outage: What Every Bankruptcy Court Is Doing

Sign up to stay in touch!
The Bankruptcy Noticing Center has been down since October 9, 2026, and every bankruptcy court in the country is handling it a little differently. If you are a trustee, an attorney, or on a clerk's team trying to figure out who is supposed to mail what this week, you are not alone.
We read the outage notices and orders posted on all 90 bankruptcy court websites, as of October 21, 2026, and put them in one place. Below you will find what happened, the four main ways courts are responding, and a court-by-court table with links to each court's own notice or order.
We hope it saves you a few phone calls. We're here to help in any way we can.
What happened
Late on Friday, October 9, 2026, BAE Systems, the contractor that runs the Bankruptcy Noticing Center (BNC) for the federal judiciary, reported a service disruption that courts have since described as a cybersecurity incident. The BNC prints and mails, or emails, the notices and orders that courts send to anyone who is not a registered CM/ECF user. Some courts say notices queued as early as October 6 or 7 may not have gone out.
Still working
- CM/ECF filing and case dockets
- Notices of Electronic Filing (NEFs) to registered CM/ECF users
Not working
- BNC paper and email notices, including 341 meeting notices, discharge orders and hearing notices
- bnc.uscourts.gov, bankruptcynotices.uscourts.gov and notices.uscourts.gov
- The National Creditor Registration Service (NCRS), so the usual mailing matrix and preferred creditor addresses are unavailable
- Debtor Electronic Bankruptcy Noticing (DeBN)
No court we checked had a restoration date as of October 21.
How courts are responding
As of October 21, most courts have not moved any mailing duties yet—68 of 90 have posted a relief order or a notice only. The other 21 either shifted noticing to trustees, debtors and other parties, or have the clerk's office mailing by hand.
| Response | Courts | What it means for you |
|---|---|---|
| Trustees, debtors or parties serve | 18 | The order names who mails which notices, usually with a certificate of service due within about 3 days. Some orders only permit parties to serve and do not require it. |
| Clerk's office mailing by hand | 3 | The court is still sending its own notices, more slowly. Check the docket before relying on a notice. |
| Relief only | 25 | No one is assigned to mail. No party is prejudiced by a notice that was never served, and judges may extend deadlines or continue hearings on request. |
| Notice only | 43 | The court posted an outage notice, usually with CM/ECF creditor-list steps, but no order. |
One court, W.D. Mo., had a site that would not load when we checked. Several courts, including S.D. Miss. and D. Me., kept a mailing duty for the clerk for unrepresented debtors while moving the rest to parties.
Court-by-court
Every row links to the court's own notice or order, as read on its website through October 21, 2026. Courts are listed alphabetically by state. Check the link before you act, since several courts posted new orders on October 20 and 21.

About this guide
We compiled this from each court's own website between October 20 and 21, 2026; the links in the table are the sources. Courts are issuing and amending orders almost daily, so treat this as a starting point and confirm with your court before you act. This post is general information, not legal advice.
