What's happening

The Bankruptcy Noticing Center (BNC) has been down since October 9, 2026, after a cybersecurity incident at BAE Systems, the contractor that runs it. Courts can't send paper or email notices through the BNC, and the usual mailing matrix isn't available in CM/ECF. Electronic filing and NEFs still work.

Every court is handling this differently. In many districts, trustees, debtor's counsel or other parties now have to serve notices themselves, usually with a Certificate of Service due within a few days. See what your court is doing.

How to get your mailing list from CM/ECF

Most courts recommend the same workaround:

  1. Log in to your court's CM/ECF site and select Query from the top menu.
  2. Enter the case number and click Run Query.
  3. Select the Creditor link.
  4. Leave Creditor type blank and click Run Query to list all creditors.
  5. Copy the list into Excel or a text file, or print the page to PDF.

Before you mail, fill the gaps. The creditor list doesn't include everyone you may need to serve:

  • Missing parties: the list leaves out the debtor, the trustees and the U.S. Trustee. Check the case's Party link and add anyone missing.
  • Preferred addresses: addresses registered through EBN or the National Creditor Registration Service may not appear while the BNC is down.
  • Local differences: a few courts use a different report or have their own instructions, so check your court's website first.

How we can help

You pull the list. We handle the rest.

  • Same-day or next-day mailing. Jobs received by noon PST mail the same business day; later jobs mail the next business day. Rush service is available up to 4 p.m. PST.
  • Any address list you have. Upload a PDF, TXT or Excel file, including the CM/ECF creditor list. (Here's a link to our handy address formatter tool.)
  • Discounted postage. Complete a USPS PAF form once, and your mail goes out at discounted rates.
  • A Certificate of Service, ready to file. We email it to the email address on your account, and it's saved in your dashboard whenever you need it.
  • No contract. Pay as you go. Use us when you need us, with no commitment.

How it works

  1. Create your account (app.certificateofservice.com).
  2. Upload the document you want to send.
  3. Upload an address list (we accept .txt, .xls or .xlsx, and some PDF formats; we're working hard to accept more PDF types, with more coming next week). Use our handy address formatter tool for easy address handling.
  4. We print and mail it. Your Certificate of Service arrives in your inbox and dashboard.
